recommended actions should only appear when a barangay is selected and a risk level is selected

can you start to populate the manila so that i know how to continue it

below the select a city in admin-panel.html, add a new drop down that will only appear when a city is selected and it show a select a barangay drop down, it should contain all the barangays for each cities, make the barangay blank for now and leave a comment so that i can input each barangay for each cities

in the admin page, change the date picker to a range, there should be 2 date pickers right next to each other

the admin is still visible for staff, remove the admin button for the staff

i want you to make a login page, it should be the first thing that the user will see, the admin has a login with the user as admin and the password as admin123, the other user will have a button that says continue as staff and that will be it for them, the staff should not be able to see the admin button so just copy everything and make a new class but without the power of the admin, the admin should be able to see everything that is present right now
