Make a Staff Dashboard using Bootstrap 5 with dark green (#122716). Add a navbar with: Dashboard, Users, Certificates, Gym Rental, Announcements, Garbage, Profiling, Logs. Show stat cards on Dashboard. Users page should have a table with add, edit, delete. Certificates page should list requests with approve or reject buttons. Gym Rental page should list requests with approve or manage. Announcements page should have a form to add and list posts. Garbage page should have a table to manage schedule. Profiling page should show resident data in a table. Logs page should show system activity in a table with timestamps.
