Small update

Use cuda on ZeroGPU even when torch.cuda.is_available() is false.

Fix package_installed when tsnc parent module is missing.

Install private hypernetwork package at runtime instead of build.

Use GITHUB_TOKEN secret for private package install.

Adding gradio app
