Dockerfile for Open ASR Leaderboard evaluation of TheWhisper

Environment for evaluating TheStageAI/thewhisper-large-v3-turbo (TensorRT engines through `thestage-elastic-models`) with HF Jobs. The jobs are launched by thewhisper/submit_jobs.sh and thewhisper/submit_jobs_ml.sh in the open_asr_leaderboard repo. Downloading the engines needs a TheStage AI token, passed to the job as the THESTAGE_AUTH_TOKEN secret.
