switch to python:3.11-slim + apt chromium deps + pip playwright

use python -m playwright install

move chromium install to runtime (HF build size limits)

drop install-deps (apt in build stage fails on HF)

fix: install chromium + set PLAYWRIGHT_BROWSERS_PATH
