can you "animate" the "ion systems" to simulate that oldschool CRT type bloom/glow?

the tabs need to be changes to openwebui, stable diffusion, deepsite, and temp

i need a landing page for a domain. entity is called "Ion Systems - Security Consultation and Design". this is an exclusive by referral only operation. this is a landing page, doesnt have to do much else other than identify it. needs to look cool.. fucking badass actually. retro neon 1980's analog vibes.. but simple and not confusing or visually noisy. there should be the title, and four links.. or rather images or icons with links (that do nothing for now). put the usual website like stuff in here too.. but none of it links anywhere yet. let's see what you got.. this is hosted on a debian 13 server if that matters
